Simon is a senior procurement and housing specialist with over 20 years’ experience supporting housing associations, local authorities and public sector organisations. As a lead consultant, he provides expert procurement and commercial advice across repairs and maintenance, planned works, capital programmes and professional services.
He brings expertise in FTS-compliant procurement, including strategy development, options appraisal, tender documentation, evaluation, governance and audit. Simon is well regarded for designing robust operating and commercial models, advising on frameworks and direct awards, and supporting effective contract mobilisation.
At the Housing Lab, Simon brings clarity, technical rigour and a collaborative approach, helping clients navigate complex procurement challenges while delivering transparent, compliant and resident-focused outcomes.

Dan Churton | Associate Director
Dan is a senior commercial and transformation specialist with 25+ years’ experience across social housing, regulated utilities, infrastructure and outsourced services. As an associate consultant, he supports housing providers and local authorities with procurement, contract management, asset management and operating model design.
He delivers complex FTS-compliant procurements, strengthens governance and improves supply chain performance. Dan has held board-level roles leading asset management, repairs, safety and resident services, and establishing ProcurementAct–ready commercial frameworks. He has detailed knowledge of regulatory standards, performance metrics and benchmarks, enabling development of regulatory improvement plans.
